Former NYPD chief acknowledges involvement with a subordinate, yet refutes allegations of soliciting sexual favors in exchange for overtime compensation.
A former high-ranking official from the New York City police department acknowledged via his attorney on Friday that he engaged in a “consensual, adult relationship” with a subordinate, while refuting her allegations that he coerced her into sexual acts for additional compensation.
Jeffrey Maddrey remained quiet while his attorney, Lambros Lambrou, spoke about the accusations that led to his resignation last week from his position as the top uniformed officer in the NYPD.
Lambrou, addressing reporters at his Manhattan law office, stated that the NYPD veteran’s connection with Lt. Quathisha Epps was brief. The attorney stated that Maddrey lacked the power to approve overtime compensation.
The attorney asserted that he possesses text messages, phone records, and explicit videos and images that he alleged Epps sent to Maddrey in an effort to initiate a relationship with her.
Epps brought forth accusations against Maddrey last weekend in a formal complaint submitted to the federal Equal Employment Opportunity Commission regarding the city.
She alleged that Maddrey was involved in a form of coercive behavior, compelling her to engage in unwanted sexual acts in return for additional work hours.
Epps, an administrator in Maddrey’s office, emerged as the highest-paid individual in the NYPD for fiscal year 2024, earning over $400,000 according to payroll records. Overtime pay accounted for more than half of it.
Epps asserts that when she ultimately resisted Maddrey’s demands, he responded by alleging that she was misusing overtime, leading the department to initiate a review. Lambrou stated on Friday that the timeline was inconsistent, as Epps was already being investigated prior to the filing of her complaint.
Eric Sanders, the attorney for Epps, pointed out that Lambrou’s acknowledgment of Maddrey’s sexual relationship with Epps contradicted an earlier claim that denied “every aspect” of the allegations.
The NYPD has chosen not to provide any comments regarding the accusations against Maddrey, stating only that it “takes all allegations of sexual misconduct seriously and will thoroughly investigate this matter.”
