Sacramento, CA – In 2025, California’s Supplemental Nutrition Assistance Program (SNAP), known locally as CalFresh, will undergo significant changes affecting benefit amounts and eligibility criteria.

Cost-of-Living Adjustments (COLA)

Effective October 1, 2024, the U.S. Department of Agriculture (USDA) implemented annual COLA to account for inflation. These adjustments will influence CalFresh benefits in 2025. For a family of four in the 48 contiguous states and Washington D.C., the maximum monthly allotment increased to $975. Additionally, the standard deduction for households of one to three members rose to $204 per month. These changes aim to help recipients manage rising living costs.

Work Requirements for Able-Bodied Adults Without Dependents (ABAWDs)

The Fiscal Responsibility Act introduced stricter work requirements for certain adults without dependents. Previously, ABAWDs aged 18 to 49 had to work or participate in training programs for at least 80 hours a month to continue receiving benefits beyond three months. This age range has now been extended to include adults up to 54 years old. Exemptions exist for veterans, homeless individuals, and others.

California plans to expand CFAP, which provides state-funded food benefits to legal immigrants ineligible for federal assistance. Starting October 2025, CFAP will include all income-eligible noncitizens aged 55 and older, regardless of immigration status. This expansion reflects the state’s commitment to reducing food insecurity among its diverse population.

Electronic Benefit Transfer (EBT) Card Security Enhancements

To combat increasing incidents of benefit theft through card skimming and cloning, California is upgrading EBT card security. Beginning May 2024, new EBT cards will feature chip and tap-to-pay technologies, offering enhanced protection against fraud. This initiative aims to safeguard recipients’ benefits and ensure they reach those in need.

Implications for Recipients

These changes underscore the importance for CalFresh participants to stay informed about program updates. Adjustments in benefit amounts and eligibility criteria may affect individual circumstances. Recipients are encouraged to consult official resources or contact local CalFresh offices to understand how these modifications may impact them.
